Major projects are the important platform for enhancing a country’s comprehensive national power and strengthening its capacity independent innovation. Although major in China have made remarkable achievements, willingness to cooperate innovate has not achieved desired target. In this paper, evolutionary game model of cooperative innovation behavior general contractors subcontractors is constructed by considering reputational factors. Through theoretical derivation, influence distribution ratio collaborative benefit, spillover technology absorption capacity, reputation discounting coefficient on analyzed. Finally, MATLAB software used simulate dynamic evolution process strategy selection. In this context, expanded existing framework of TPB (attitude, subjective norms, perceived behavioral control) by incorporating four new variables (product attributes, cognitive status, monetary incentive policies, and nonmonetary policies). The synergy between traction digitalization enables practices, making collaborative crucial far-reaching development Within framework China’s “double carbon” policy, domestic PBMEs experiencing exponential growth, where (DGI) has become primary objective. this DGI context, selecting right partners is first step that significantly impacts efficiency effectiveness implementation. Therefore, purpose study assist in high-quality partners, promoting process, enhancing capabilities, gaining advantage. To achieve this, paper proposes constructing theoretical evaluating cooperation ability using theory ecological reciprocity. Based on framework, an evaluation index system established assess potential interval intuitionistic fuzzy method, combined with double combination weighting approach, employed evaluate selected partners.
