This study introduces a novel approach for the reliability-based optimal design of inerter-based dynamic vibration absorbers (IDVAs), such as tuned inerter dampers (TIDs) and mass damper inerters (TMDIs) to be implemented in buildings located seismic areas. Additionally, proposed is also applied conventional (TMDs) comparison purposes. Rather than focusing solely on optimizing parameters IDVAs overlooking uncertainties through deterministic optimizations, here seeks minimize risk building failure, using fragility curves, by not only device but quantities positions IDVAs, considering inherent associated with excitation. To achieve this, Circle-Inspired Optimization Algorithm (CIOA), modern optimization technique developed authors, implemented. In the current work, two novel tandem-based tuned mass damper configurations are introduced. These extend recently proposed tandem inerter (TTMDI) by replacing linking dashpot with an (i.e., inerter-connected TTMDI (ICTTMDI)), and integrated (I-TTMDI) integrating (TTMD) configurations. The city of Aïn Témouchent, located in northwest Algeria at the westernmost part Lower Cheliff Basin, has experienced several moderate earthquakes, most significant which occurred on 22 December 1999 (Mw 5.7, 25 fatalities, severe damage). In this study, ambient noise measurements from 62 sites were analyzed using horizontal-to-vertical spectral ratio (HVSR) method to estimate fundamental frequency (f0) and amplitude (A0). inversion HVSR curves provided sedimentary layer thickness shear wave velocity (Vs) estimates. Additionally, four spatial autocorrelation (SPAC) array refined Rayleigh dispersion curves, improving Vs profiles (150–1350 m/s) sediment estimates (up 390 m industrial zone).
