The article is an analysis of the current topic – digitalization of the educational process. In the course of collecting and interpreting the known data, the authors cite the pedagogical foundations of digital literacy, the current state of digital learning and problems, and the prospects for the development of this direction in the future are also considered. In addition, the situations of creating a digital ecosystem in individual countries of the world were analyzed.

Статья посвящена двум взаимосвязанным проблемам: корреляции цифровизации с ключевыми правовыми явлениями, которыми оперирует юридическая теория, и степени отражения цифровизации фактических процессов в законодательных конструкциях. Автор проводит разбор содержания опубликованных по данной проблематике научных работ и положений российского избирательного и референдумного законодательства, сопряженных с цифровизационными процессами. Высказываются критические соображения в отношении чрезмерно широкого понимания цифровизации, свойственного отечественной юриспруденции, и подвергается сомнению применимость термина «цифровизация» к наиболее значимым правовым явлениям. Прежде всего следует признать, что само право поддается лишь оцифровыванию, но никак не цифровизации. The application of intelligent technology has an important impact on the green total factor productivity of China’s manufacturing industry. Based on the provincial panel data of China’s manufacturing industry from 2008 to 2017, this article uses the Malmquist–Luenburger (ML) model to measure the green total factor productivity of China’s manufacturing industry, and further constructs an empirical model to analyze the impact mechanism of intelligence on green total factor productivity. The results show that intelligence can increase the green total factor productivity of the manufacturing industry. Spitsbergen has experienced some of the most severe temperature changes in the Arctic during the last three decades. This study relates the recent warming to variations in large-scale atmospheric circulation (AC), air mass characteristics, and sea ice concentration (SIC), both regionally around Spitsbergen and locally in three fjords. We find substantial warming for all AC patterns for all seasons, with greatest temperature increase in winter. What kinds of politics do export controls entail and whose rights do they enable? The following article will take a critical perspective on the governance challenges associated with export controls of dual-use technologies. After discussing challenges around transparency, the performance of human rights and export control havens, this article will then turn to looking at policy solutions, including audits, transparency and targeted international governance mechanisms. With conclusion, export controls continue to constitute an important policy tool to promote human rights and can be improved considerably to strengthen human rights further.

Many activities impose risks of harm on other people. One such class of risks are those that individuals culpably impose on others, such as the risk arising from reckless driving. Do such risks in themselves constitute a harm, over and above any harm that actually eventuates? This paper considers three recent views that each answer in the affirmative. I argue that each fails to overcome what I call the ‘interference objection’.
