Using data from 2003 to 2019 for China’s 257 cities, this quantitative research utilizes the difference-in-differences approach evaluate synergy of Comprehensive Demonstration Cities Energy Conservation and Emission Reduction Fiscal Policy on pollution carbon reduction. The primary results are as follows. policy successfully reduces total emissions industrial SO2, wastewater, CO2, thus achieving desired synergistic effect Facilitating green technological innovation promoting upgrading transmission mechanisms through which operates. negative SO2 CO2 is greater in eastern area than mid-western impact decreasing more pronounced non-resource-based cities compared resource-based cities.
