As a high-quality and sustainable growth model, green development has different economic, ecological, social dimensions is strategically important for the realization of modern city construction human society. The low-carbon pilot policy (LCCP) an innovative initiative promoting urban building harmonious society in China. Based on balanced panel data from 277 prefecture-level cities 2007 to 2020, this paper measures level terms three dimensions: economic growth, ecological welfare enhancement, increase. This also adopts multi-period difference-in-differences (DID) method investigating impact LCCP with dataset. results study show that: (1) generally beneficial development, still hold after series robustness check analyses. (2) mechanism analysis that improved technology innovation, thereby regional development. Environmental regulation masking effect between study. When environmental controlled for, coefficient increases, reflecting plays role two. (3) According geographical location, whether it resource-based city, cluster, we found significant positive central region, non-resource-based cities, Jing-Jin-Ji, but not eastern western Yangtze River Delta Pearl Delta.
