Green innovation (GI) is pivotal for enterprises aiming at green development. However, there a lack of comprehensive research on the configurations that lead to high-level GI, especially considering diversity among firms. Leveraging Technology-Organization-Environment (TOE) framework, this study employs fuzzy-set Qualitative Comparative Analysis (fsQCA) data from 1,293 listed Chinese spanning 2010–2021 uncover intricate paths towards achieving substantial GI. Our findings reveal distinct pathways high-tech and non-high-tech enterprises, elucidating nuanced interplay between internal capabilities external incentives. Specifically, we identify five GI in epitomised by 'dual-wheel drive' government support digital transformation underpinned signal theory. In contrast, two are discernible characterised synergistic 'government senior executive cooperation' model grounded resource-based These insights culminate propositions regarding configuration, advocating an outcome equivalence perspective. This represents pioneering exploration connects firm heterogeneity with configuration conditions through lenses 'structure' 'collaboration,' offering novel across diverse enterprise landscapes.
