A consensus across industry, academics, and policy-makers holds that a circular fashion system can reduce pollution waste while producing continued economic growth. Gray literature, understood here as reports published outside of academic journals, has been foundational to describing promoting economy fashion. Yet, this literature is rarely subjected critical scrutiny, allowing evidence, claims methods go unexamined. This review aims understand how value the market are conceptualized in system, what implications this. The study employs problematizing 20 gray documents, including key text fashion: Ellen MacArthur Foundation’s 2017 report New Textiles Economy: Redesigning Fashion’s Future . Textual analysis used identify assumptions, inferences problem framings texts. These evaluated against understandings, demonstrating core concepts proposal poorly defined unconnected existing theory knowledge.
