Research background: Circular economy is promoted as a sustainable and efficient economic model in all industries. In the European agricultural sector, particularly greenhouse horticulture, its implementation presents both substantial opportunities significant challenges that must be addressed effectively. The Union's Common Agricultural Policy (CAP) has potential to act critical catalyst for adoption of circular through subsidy support mechanisms. However, progress remains constrained by lack comprehensive information on how governance can effectively advance different countries sectors. This gap persists due failure identify several key aspects, current CAP mechanisms do not adequately address these issues, thereby limiting their effectiveness promoting economy. Abstract Background Delphi studies are primarily used in the health sciences to find consensus. They inform clinical practice and influence structures, processes, framework conditions of healthcare. Purpose The increasing energy consumption in residential buildings poses significant challenges to sustainability, economic efficiency, and environmental health. Despite the availability of numerous energy-saving strategies, their adoption remains inconsistent due various barriers such as cost, awareness technical limitations. This paper aims assess strategies mitigating high buildings. Design/methodology/approach study adopted a quantitative research methodology. Phlebitis related to peripheral venous catheters (PVCs) is a common complication in patients who require these devices and can have important consequences for the healthcare system. Purpose This study examines the key factors shaping Malaysian students’ decisions when selecting higher education institutions (HEIs), guided by Herbert Simon’s theory of bounded rationality. Design/methodology/approach A two-round Delphi method was employed to collect and refine expert perspectives from 15 experts, comprising lecturers, professors university administrators. In first round, open-ended questions identified possible determinants student choice. second experts ranked these factors, Kendall’s W coefficient used evaluate degree consensus. Este estudio examina las percepciones de empresas del departamento Santander, Colombia, sobre la rigurosidad en el desarrollo programas capacitación y evaluación sus resultados mediante técnicas Retorno Inversión (ROI).
