ABSTRACT Insufficient protections from platforms and policymakers have left children vulnerable to the harms of social media, engendering years lively discussion around who should be held responsible for their continued engagement. Particular concerns arisen TikTok, a Chinese owned media company with distinct format appeal toward children. In absence overarching governance, public discourse fueled an understanding how this platform may misused. This paper analyzes surrounding children's usage TikTok in United States between August 2018 March 2021 ( n = 41,731) identifying communicated harms, responsibility attribution, attention metrics. Additionally, qualitative analysis changes TikTok's privacy policy 6) revealed parallels actual changes. Abstract This essay provides an overview of the current state content moderation on social media platforms.
