ABSTRACT This paper examines the dynamics of policy change following crises within adversarial subsystems. Building on Advocacy Coalitions Framework (ACF), study empirically tests two mechanisms (or lack thereof), focusing cases from Lithuanian child rights protection domain (2016–2020). Analyzing three crises, ranging no to minor and major alterations, research contributes understanding crisis‐driven dynamics. highlights importance pre‐existing solutions, which can be advanced by coalitions a crisis if balance resources shifts in their favor. It also suggests that negotiated agreements may arise between with similar resources. ABSTRACT Within the last decade, public health epidemics have become more prevalent, prompting US state and government agencies to reassess how they respond these crisis events. This is especially true for opioid overdose epidemic, which continues a rising death toll despite significant investment from government. Utilizing strategies developed within field of emergency management, governments are becoming involved in responding epidemic by implementing response plans declarations. However, little known about effectiveness responses when transferred context. To fill this gap, study conducted legislative scan plan quality assessment examine influence plans, declarations on policy enactment 2010 2020. Using random‐effects Poisson regression models, found that presence increased amount time it took pass overdose‐related policies, while number policies enacted next year.
