The revitalization of Fort Bema in Warsaw’s Bemowo district addresses the urgent need for sustainable urban development degraded post-military areas. This study aims to explore innovative strategies that effectively integrate historic preservation with modern housing solutions. Using a case approach, research employs SWOT analysis and examines public–private partnerships (PPP) evaluate strategies. Key findings include an factors contributed successful transformation 148 hectares land, including construction “Parkowo-Leśne” estate 1637 apartments total area 118,255.97 m2 volume 669,982.73 m3. In addition, Osmańczyka Street Housing Estate was developed on 11.7 hectares, providing over 100,000 residential space buildings approximately 548,000 positive net migration trends observed during this period further confirm attractiveness as desirable area. These developments enhance community engagement cohesion. concludes flexible planning methods stakeholder collaboration are essential transformation. It recommends similar projects adopt these balance pressures heritage conservation, thereby addressing shortages while preserving cultural significance.
