Why are contractors keen to develop, implement, and analyse International Large-Scale Assessments (ILSAs) when they appear make no financial gains? What, if not monetary profit, makes ILSA contracts so attractive? Almost all interviewed as part of this project state that their work is an investment, either in the form a break-even or loss contract. This paper discusses why carry out donate ILSAs, analysing 35 interviews with OECD IEA staff applying policy borrowing lending theory non-state actors. Drawing on Brostrom's (2012) study, identifies contractor rationales organizational level relate developing improved new products processes, gaining access networks, managing human capital, creating direct business opportunities. adds fifth category individual rationales, whereby driven by professional opportunities, lifestyles, emotional bonds ILSAs provide. What becomes apparent innovation rhetoric gap 'golden door' The concludes contractors' motivations agendas become encoded buy themselves into thus shaping way education measured, understood, acted upon.

This paper takes as its starting point the fact that almost all interviewed stated their work is an investment, either in form of a break-even or loss contract. Applying policy borrowing lending theory non-state actors, analysing 35 interviews with OECD IEA staff contractors, discusses why carry out donate ILSAs. Rationales relate interests methodological developments innovation; research; social responsibility; learning; exposure; prestige; credibility; networks; business opportunities; individual rationales. The identifies parallels motives corporate philanthropy education. concludes using ILSAs forward political agendas, which include growing learning assessment market.
