After war conflicts or crisis situations, the recovery of territorial communities becomes most important task for ensuring stability and development. However, effective requires not only material but also informational communication efforts aimed at forming a positive image attracting investment. Ukraine has suffered significant damage as result full-scale military aggression, so there is great need implementation public administration mechanisms to attract investment reconstruction territories. Problem statement: problem that lack systematic approach using marketing in system post-war socio-economic will hinder achievement results. The article examines the theoretical and practical aspects of developing an innovation-driven strategy for growth hromadas within framework regional socio-economic systems. necessity such a is driven by contemporary challenges, including economic disparities, technological transformation, institutional constraints, which affect sustainable development hromadas. purpose present study to identify key components mechanisms fostering innovation-oriented at community level, with view ensuring their long-term resilience competitiveness. objectives research are threefold: firstly, analyse structural functional characteristics systems; secondly, explore role innovation in enhancing potential hromadas; thirdly, propose implementing effective tailored local conditions. further explores repercussions digitalisation, public-private partnerships, regulatory policies on capacity These entities paramount importance development. methodological basis paper systematic approach, integrating qualitative quantitative methods, case studies, expert interviews, statistical analysis, comprehensively assess factors influencing hromada level. indicates that absence coordinated policy, inadequate investment infrastructure, significant impediments posits adoption multi-level governance digital leveraging international best practices management have significantly enhance proposal critical factor successful implementation strategies strengthening collaboration between governments, businesses, institutions.
