The Arctic transport and communication initiative of the 21st century, with Chinese idea «Polar Silk Road» as an example, is considered a concept peaceful coexistence within framework achieving «Common Future» Sustainable Development Goals by 2030. presented using world-political approach N. K. Kharlampieva, which highlights conceptual components international relations development at level strategic planning economic, processes regional global levels. This made it possible to build structure: a) study in methodology; b) describe basis for infrastructure. In context tense foreign policy situation, particularly important focus on between China Russia, where achievement plays special role infrastructure century bilateral level.
