Objective: This research aims to explore entrepreneurship courses' challenges and competency needs at Islamic Higher Education Institutions (IHEI) develop a compatible learning design for these courses. Method: Using qualitative approach, data was collected through interviews with lecturers identify department heads understand supporting policies curriculum development. Additionally, Semester Learning Plans (RPS) content analysis conducted examine course content, competencies, teaching methods. Results: The findings revealed inconsistencies in the designs across IHEI. Most courses focus on providing entrepreneurial insights shifting students' mindsets, limited practical experiences like essential product sales. Non-classroom activities vary significantly depending lecturers' initiative departmental coordination. Some departments did not prioritize due unclear guidance. Novelty: novelty of this lies its proposed integrative design, which emphasizes knowledge internalization, skill-building, attitude formation. includes four stages: mindset-building, business experience, start-up business, development, offering structured approach enhance competencies
