While emerge gradually and, thus, give states multiple opportunities intervene, Global South often struggle master challenging task management, thereby demonstrating inadequate, dissatisfactory performance. We argue failures successful management showcase goes wrong which turn leads erosion Using individual-level survey data from Afrobarometer round five, matched high-resolution data, our analysis reveals recently drought-exposed individuals exhibit significantly lower levels compared unaffected counterparts. This effect most pronounced sub-national regions low capacity, where implementation relief measures be particularly difficult.
