A high level of urbanization, the growing role cities, and increasing urban population have led to a rise in relevance problem selecting investment projects construction. Along with usual factors considered such selection, regional peculiarities conducting economic activity field construction are gaining particular importance. The necessity taking them into account requires an improvement decision-making methods. This study develops multi-stage adaptive method for multi-criteria project selection integrates regulatory requirements, customer’s vision, retrospective data on previously implemented region. It comprises following sequential stages: elimination that do not meet requirements; integral criteria (weighting functions) using logarithmic transformation; iterative reduction set criteria. An experimental verification developed demonstrated its application revealed potential practical use. proposed can be effectively employed planning systems smart management spaces.
