The COVID-19 pandemic has profoundly impacted the tourism industry, particularly red tourism. This study investigates spatiotemporal characteristics and dynamics of population flow in counties during pre-pandemic post-pandemic periods, aiming to provide valuable insights for sustainable planning policy formulation. covers 180 across 20 provinces China, utilizing mobile signaling data from May October 2018, 2020, 2022, 2023. results show that, 2023, total inflow reached 4448.85 × 104, with a notable spatial disparity, mainly concentrated northern central regions, such as Beijing, Linyi, Liu’an. was primarily eastern provinces, Guangdong, Hebei, Henan, these areas showing substantially higher visitation than western northeastern regions. These inflows were strongly influenced by geographic proximity transportation accessibility, significant increase holiday periods reflecting role policies shaping mobility patterns. From 2018 fluctuated significantly due pandemic, strong recovery surpassing levels 1332.26 104. rates varied regionally, Inner Mongolia Qinghai substantial growth, while Beijing Shanxi showed slower recovery. findings underscore enduring appeal highlight effectiveness targeted interventions.
