Abstract Grand sustainability challenges span multiple sectors and fields of policymaking. Novel technologies that respond to these may trigger the emergence new policy subsystems at intersection established sectors. We develop a framework addresses complexities ‘multi-system settings.’ Empirically, we explore belief coalition formation in nascent subsystem around hydrogen Germany, which emerges electricity, transport, heating, industry is characterised by broad range actors from different sectoral backgrounds. find two coalitions: rather unusual industry, NGOs, research institutes as well an expectable gas heat sector actors. Abstract Scholars agree that digital technologies such as artificial intelligence (AI) pose a political challenge. In this article, we study empirically how different actors in the German system define AI policy problem. We use an original data set of 6421 statements by representatives parties, interest groups, scientific experts, and public officials parliamentary debates, government consultations, quality newspapers. Through Discourse Network Analysis quantitative text analyses show most technology (innovation) link it to operations, international cooperation, macroeconomics. Although they are present, consumer protection, labor, education seem be less important issues concerning AI. Abstract Early marriage—defined as marriage before age 18—has been shown to constitute a major obstacle women's development with negative impacts on their health, education, and economic development. For several decades, the issue has topic of global policy discussions organizations like United Nations advocating for adoption minimum marriageable 18. Abstract A robust approach to examining the nature and influence of coalitions in policy process is Advocacy Coalition Framework (ACF), which especially useful study issues fraught with scientific technical controversy. Yet, important gaps exist ACF literature regarding nascent subsystems. Consequently, there scant knowledge about early coalition development subsystem dynamics. One valuable way address this shortcoming via discourse coalitions, or groups actors who are linked through shared public positions on debates. An interesting case these dynamics developing around an emerging food production technique called cellular agriculture that has gained attention as a promising alternative animal‐derived meat production, potentially requiring significantly fewer resources. There several challenges must be overcome realize potential agriculture, doing so will require designing policies consider diverse varied interests.
