The Qinghai Plateau has a complex geographical environment and vast amounts of land with sparse population, dispersed settlements, low traffic density. In the face major disasters, rational layout emergency material reserve warehouses is crucial for reducing disaster losses, ensuring regional stability, quickly restoring production life. This paper starts by considering rationality timeliness location selection provincial warehouses, distance costs transportation on Plateau. By using accessibility analysis model combined location–allocation an L-A maximum coverage model, this study optimizes research results show following: (1) On basis existing Golmud Depot Chengxi in Province, it necessary to add four more depots, i.e., Yushu Depot, Gande Ping’an Tongde achieve timely efficient supply materials. (2) After optimization, six can full Province within 8 h event increasing 20% compared original layout; new plan allows cover 87% 4 h, increase 28% before.
