Abstract Low‐carbon sustainable development is considered an essential strategy for achieving economic growth and environmental protection, requiring a fundamental transformation of the industrial structure, including developing clean technologies, promoting energy efficiency, adopting production consumption patterns. Simultaneously, evolving digital economy acknowledged as driver in optimizing structure. Therefore, can reshape structure lead to low‐carbon development? Abstract Due to the continuous progress of constructing sustainable environments in China, role played by Chinese central government as main body for promoting green development is worth studying. Because China’s ecological civilization building has been steadily progressing. Governments at all levels China have prioritised environmental a key aspect regional growth. However, actual impact and mechanisms influence this construction still require further investigation. This paper constructs attention index using word frequency found Report on Work Government. It uses long difference model study mechanism urban efficiency, carbon emissions air quality.
