Over the last two decades, European Union and its Member States have introduced policies aimed at improving energy efficiency. The Energy Service Directives (ESD) concept of measurement savings attributed to policies. Two different complementary methodologies for evaluation been developed under ESD: bottom-up (BU) approach, based on a technical analysis each measure, top-down (TD) how intensity changes over time. BU methods can hardly take into account policy-induced behavioural changes, whereas TD difficulties in disentangling from other savings. This article analyses the status and trends of European Union (EU) residential energy consumption in light targets set by EU 2020 2030 climate strategies. The Paris agreement recognises the key role of local authorities in reaching 1,5 °C target. Covenant Mayors (CoM) has been an unprecedented phenomenon arena transnational initiatives climate action at level. initiative expanded tremendously over past 10 years, covering more than 9 600 and 327 million inhabitants as June 2019. This study analyses policies measures adopted implemented by authorities, signatories to CoM, reported their Monitoring Emission Inventories (MEI). Racial inequity in household energy efficiency and carbon emissions in the United States: An emissions paradox DOI Creative Commons

Residential energy use represents roughly 17% of annual greenhouse gas emissions in the United States (U.S.). Studies show that legacy housing policies and financial lending practices have negatively impacted quality home ownership non-Caucasian immigrant communities. Both factors are key determinants household use. But to date there has been no national scale analysis how race ethnicity affect related carbon emissions. In this paper, we estimate 60 million clarify efficiency vary by race, ethnicity, ownership. We find per capita higher Caucasian neighborhoods than African-American neighborhoods, even though former live more energy-efficient homes (low intensity). This paradox is explained differences building age, rates ownership, floor area these older, lower (reducing likelihood retrofits), less person compared neighborhoods.
