This article investigates the impact of fiscal and financial incentives for energy efficiency labels on eco-friendly houses (houses with high certificates, such as A+, A, B, B−) in 18 municipalities Lisbon metropolitan region during period 2014–2020. This article analyses the status and trends of European Union (EU) residential energy consumption in light targets set by EU 2020 2030 climate strategies. In arid climates, a significant portion of the urban peak energy demand is dedicated to cooling and air-conditioning during summer. The rapid urbanization rates in developing countries, particularly Gulf Cooperation Council (GCC), have intensified pressure on resources meet indoor comfort needs residents. As result, there has been substantial increase demand, with 2.3% rise recorded 2018. Electricity consumption residential buildings accounted for over 48.6% total electricity consumption. choice building fabrics used can significantly impact building’s passive performance carbon footprint. This study aimed enhance our understanding how specific fabric details influence usage climates. To achieve this, validation simulation model was initially created as base case housing typology Al Ain, UAE. followed by parametric evaluation various envelope features. based reduction yearly load energy. results indicate that incorporating 50 mm expanded polystyrene insulation into outside walls reduced requirements UAE climate. Furthermore, no difference observed roofing choices, including cool green roofs, gravels, sand roofs. Additionally, we concluded solar transmittance (g-value) windows played more role than thermal (U-value) reducing heat gain within spaces. Abstract The Energy Efficiency First (EE1st) principle has recently been placed onto the political agenda in European Union (EU). While general rationale for EE1st is described EU legislation and supporting literature, a common understanding of principle’s implications energy-related planning, investment, policymaking still missing. Based on an exploratory review objective this article to improve theoretical EE1st. This research examines the effect of energy efficiency regulations on reducing poverty in residential dwellings 18 municipalities Lisbon metropolitan area from 2014 to 2020. In its empirical investigation, this study uses Ordinary Least Squares (OLS) with fixed effects and Moments Quantile Regression (MM-QR) methodologies.
