Abstract This article identifies a sub-category of norm contestation I've termed ‘norm weaving’, where actors contest the constitution clusters, instead validity individual norms. occurs through processes stretching or reproducing strands existing clusters before weaving them together to create behaviour guides in undergoverned issue areas that are greater than sum their parts. The planned, permanent relocation of entire communities away from sea level rise (SLR) and coastal floods is an already occurring climate change adaptation strategy. Yet, planned relocations are fraught undertakings with multiple goals, may or not achieve their most basic objective: to reduce risk. Here we assess risk future flooding before after moving, for three dates emissions scenarios, 17 a global dataset. Most achieved exposure reduction less inundation in destinations than origin sites, but the extent varies across time scenario. In all cases, sites have projected SLR plus once-per-year flood, increasing under high scenarios towards 2100. nine even destination some scenarios. Small-island-to-small-island had more moves small-island-to-mainland, mainland-to-mainland. Planned communities' floods, they do eliminate it entirely – especially small-island destinations, according analysis that combines data on projections.
