Energy
structural
transformation

role
in
achieving
the
dual-carbon
reduction
goals.
Among
various
approaches
to
carbon
reduction,
Chinese
government
regards
growth
of
new
energy
industry
as
an
essential
means.
Considering
that
policy
support
determines
long-term
industry,
how
improve
and
optimize
system
has
always
been
core
issue.
Based
on
fact
evaluation
is
prerequisite,
industrial
development
requires
promote
solutions
form
package
rather
than
just
individual
policies,
we
investigate
whether
implementation
(NEIPP)
effective
through
empirical
case
study
Shanghai.
A
two-stage
method,
which
integrates
content
analysis
method
(CAM)
synthetic
control
(SCM),
was
used
empirically
evaluate
actual
effect
NEIPP.
At
Stage
One,
four
goals
were
summarized.
SCM
identify
pure
multi-effect
The
results
showed
NEIPP
had
significant
positive
green
economic
structure,
while
having
negative
emissions.
