When
children
are
killed
or
seriously
harmed
from
abuse
neglect,
there
is
pressure
to
‘learn
the
lessons’
prevent
similar
events.
England
has
a
long-established
system
of
locally-based
multi-agency
reviews
for
this,
but
recurrence
tragedies
and
repetitive
findings
raise
questions
about
its
effectiveness.
Reflecting
building
on
our
research
into
completed
between
2017
2021,
we
analyse
complexity
that
routine
criticisms
inter-agency
working
disguise,
argue
shaped
by
their
multiple,
competing
functions.
The

purpose

practice.

goals:
establishing
what
happened,
accountability,
reassurance

Learning
lessons
from
cases
where
children

Abstract
Despite
a
history
of
critique,
concentrated
discussion
and
improved
assessment
processes,
neglect
continues
to
be
major
challenge
for
child
protection
services.
This
paper
draws
on
findings
from
government‐commissioned
analysis
‘serious
case
reviews’
(SCRs)
in
England,
arising
incidents
serious
abuse
2017–2019.
There
were
235
cases,
which
166
final
reports
available.
Alongside
quantitative
the
whole
cohort,
we
undertook
an
in‐depth
qualitative
12
cases
involving
neglect.
A
key
responding
its
different
forms
is
that
it
can
so
widespread
amongst
families
practitioners
no
longer
notice
severity
or
chronicity
–
becomes
normalised.
In
this
explore
two
dimensions
‘paradox
neglect’
where
seems
everywhere
nowhere
simultaneously.

Previous
research
about
intrafamilial
child
sexual
abuse
was
not
able
to
identify
specific
risk
factors
that
distinguish
this
unique
subgroup
from
other
offending
subgroups.

contra
crianças
é

problema

revisão
narrativa
deste
tema,
envolvendo
artigos
obtidos
bases
dados
Medline
e
LILACS,
nos
últimos
5
anos.

17
artigos.
Trata-se
complexo,
agravado
por
fatores
como
maior
ocorrência
dentro
do
círculo
familiar,
o
que
dificulta
sua
denúncia
abordagem,
muitas
vezes
não
existe
preparo
adequado
dos
profissionais
envolvidos,
desde
os
educadores,
conselheiros
tutelares,
psicólogos
poder
judiciário.
