ABSTRACT Driven by strategic direction, emerging industry convergence clusters are a complex evolutionary process of increasing technological innovation levels and optimizing industrial structure through cross‐sectoral organizational collaboration cooperation among various stakeholders. Given the dynamic long‐term nature this process, alongside factors such as heterogeneity integration capabilities, we use differential game approach to compare optimal strategies across three scenarios: centralized decision‐making, Stackelberg leader–follower, Nash noncooperative models. This analysis explores how different entities within can coordinate cooperate achieve converged cluster development.
