Green policies serve as a crucial instrument for the state to incentivize enterprises toward green transformation. Utilizing panel data from manufacturing firms listed on Shanghai and Shenzhen A-share markets between 2011 2022, this study employs dual fixed-effects model analyze impact of central transformation enterprises. It further explores role central-local policy synergy applies WSR (Wuli–Shili–Renli) methodology investigate boundary effects local comparative advantages (Wuli dimension), assessment pressures (Shili awareness (Renli dimension) effectiveness in promoting enterprise The empirical analysis delves into mechanisms through which influence under context decentralization. results show that are beneficial enterprises, coordination has effect analyses Wuli dimension, advantage industry no significant effect. In Shili pressure nonlinear positive relationship enterprises’ Renli governments’ attention can significantly enhance conclusions provide insights exploring effective boundaries policies, offering implications development developing countries: (1) improve supply system support supply-side environmental policies. The problem of environmental pollution has been extensively discussed, especially in the production phase supply chain. Many enterprises seek innovation and strive to achieve a win‐win situation economic benefits. However, cooperation competition between are likely cause interruption Therefore, by combining green strategy with chain risk management, this paper builds an evolutionary game model suppliers manufacturers, deeply understand impact disruption on choice manufacturers reveal conditions under which system evolves into different stability strategies. results show that (1) conditions, will have evolutionarily stable strategy. When total revenue alone supplier or manufacturer is greater than expenditure cost difference investment alone, produce two evolution results. (2) willingness manufacturer, production, coefficient break all affect trajectory system, absolute these factors threshold, faster convergence speed. By formulating relevant policies, can meet (1, 1), promote upstream downstream realize cooperative faster. This contributes understanding management theory, while providing insights how companies along for benefit society environment.
