Against the background of globalisation and state rescaling, promoting decentralisation enhancing local governance capacity have become prioritised objectives transnational city-to-city partnerships mainly between developed developing countries. However, considering critical debates on Global East's uniqueness, two questions emerge when studying Chinese cities. (1) Are cities' partnership establishments remarkably different from existing international body knowledge? (2) In China, whether are promoted by as well? To cope with questions, this paper examines 28 world reaches conclusions. With objective economic development, cities consistently maintained strong connections in both do not observably promote decentralisation, China's political is much more unstable than its decentralisation. Water security, which is key for sustainable development, has been broadly investigated through different spatial scales, time frames and perspectives, as a multi-dimensional concept. Constructed Wetlands (CWs) are a type of nature-based solution that uses ecological engineering to treat wastewater. The legal feasibility implementing CWs as treatment system in urban residential areas has been researched various Latin American countries, including Chile, Peru, Colombia, Panama, and Guatemala. However, research regarding the areas, particularly Multifamily Housing Units Social Interest (MHUSI) Mexico, was not found. Thus, this aims analyze wastewater systems MHUSI Xalapa, Veracruz, Mexico. As urban centers worldwide face the escalating impacts of climate change, rapid urbanization, and increasing water scarcity, need for sustainable management practices to enhance resilience in Anthropocene has become critical. This study explores how ancient practices—including Roman aqueducts, Maya rainwater harvesting systems, Chinese flood control techniques—can be adapted address contemporary challenges modern cities. We evaluate these historical through a lens environmental pressures, including resource scarcity. By integrating methods with technologies, we propose adaptive solutions resilience. Case studies from five cities (Singapore, Copenhagen, Mexico City, Los Angeles, Philadelphia) illustrate green infrastructure, inspired by techniques, is being successfully implemented manage stormwater, mitigate flooding, improve conservation. technologies—such as advanced filtration systems recycling—these are enhancing their sustainability.
