Purpose The purpose of this paper is to explore how the centralised nature Ireland’s planning system impacts public trust and participation in local development. It critically examines whether a shift towards more decentralised community-involved processes, exemplified by Moycullen Village Plan, could enhance democratic engagement autonomy spatial across Ireland. Design/methodology/approach This case study focuses on Plan developed conjunction with University Galway academics co-authored community through collaborative process. approach was distinctly bottom-up, engaging innovative methods actively participate collectively imagining future for their place. A distinction drawn between traditionally top-down, legally driven framework. Findings reveals strong desire involvement processes demonstrates that when provided opportunity, members can significantly contribute place-making. provides evidence taken has helped awaken community’s sense ownership its place greater willingness become involved formal process as defined legislation. Abstract The architecture, engineering, and construction (AEC) industry has struggled in its efforts to transition a circular economy (CE) due lock‐ins, where the remains entrenched practices that resist this much‐needed transition. solutions implemented so far have been unsuccessful. This failure can largely be attributed prevailing paradigm, which assumes by sequentially removing barriers will naturally follow. However, assessment overlooks “lock‐in” effect of within industry's linear model. A comprehensive, holistic “whole industry” approach is essential uncover these lock‐ins. In context, O'Brien's “three transformational spheres framework” introduced examine how Australia's AEC sector deterred from transitioning CE three groups provide viable recommendation tackle them.
