The 15-minute city concept, designed to ensure that all essential services and amenities are accessible within a 15 min walk or bike ride from home, presents transformative vision for urban living. This paper explores the concept of its implications, along with main features pillars. Furthermore, it elaborates on how integration artificial intelligence (AI) computational tools can be utilized in optimizing model. We reveal AI-driven algorithms, machine learning techniques, advanced data analytics enhance planning, improve accessibility, foster social integration. Our focuses practical applications these technologies creating pedestrian-friendly neighborhoods, public transport coordination, enhancing quality life residents. By executing some models, we demonstrate potential AI realize city, making spaces more inclusive, resilient, adaptive evolving needs their inhabitants.

Cities, particularly megacities, face significant challenges in transitioning toward sustainability. Many countries have developed dual or multiple capitals for diverse purposes (e.g., political, administrative, economic, touristic, and cultural). Limited research exists on the ‘15-minute city’ (15-MC) concept, regions like Middle East North Africa (MENA region). This study evaluates application of ‘15-MC’ concept globally regionally to derive Urban Planning Principles (UPPs) indicators livability accessibility. Using a theoretical framework supported by site visits quantitative assessments, examines two districts NAC as case studies. Key UPPs proximity services, mixed-use development, public transport, green spaces, community engagement, local economy, sustainability) were evaluated along with walkability scores, bike infrastructure, environmental impact indicators. The results reveal that most services are accessible within 15-minute walk ride. However, essential facilities universities hospitals) exceed this threshold (20–30 min). area per inhabitant (17 m2/capita) meets WHO European recommendations. has clean, transportation 94.26 km cycling lanes. For sustainability indicator, air pollutants (PM10 NO2) slightly guidelines, but SO2 Ozone levels below limits. estimated waste capita (274 kg) is lower than Cario other counties. findings suggest potential fulfill 15-MC through developments, accessibility, sustainable planning. serves future modeling when it fully occupied.

One of the most significant contributors to world emissions is transportation sector, which presents a considerable obstacle decarbonization. The presented literature review considers local factors and emphasizes important part municipalities play in developing sustainable transport policies applying Avoid-Shift-Improve (ASI) framework. Municipalities, however, can encounter barriers including limited data, financial resources, competency despite advantages scenario-based planning; hence, simpler, insight-driven methods for efficient decision-making are necessary. This research paper develops analyses modelling scenarios guide authorities achieving climate neutrality sector. A case study Riga shows that while "avoid" yield moderate results, "shift" achieve greater reductions with earlier implementation, "improve" deliver long-term effects. Combining these strategies leads notable emission but remains insufficient by 2050, highlighting need integrated solutions such as intelligent urban planning 20-minute city concept.

The 15-min city (FMC) is a people-oriented urban development strategy that aims to provide higher quality of life by manifesting the people’s right city. This study proposes an FMC index measures how close specific area achieving accessibility six social functions (living, working, supplying, caring, learning, and enjoying). In case Pasig City, function service areas were generated in terms walkability walking speeds per age group. Recent European policies fostering sustainable mobility target urban proximity as a core strategy for modal shift towards low-carbon modes. Urban proximity, characteristic of the built environment, can be studied sub-thread broad and complex body literature which associates factors such density or land use mix with observed travel behavior, so to address their relative influence on latter.
