The supply chain (SC) as the most significant factor influencing competitive advantage has a great impact on organization's life and progress. Considering expiration date of products in modeling is essential for ensuring operational efficiency, reducing waste, maintaining product quality, ultimately driving business success. Therefore, this paper provides two-level including manufacturer distributor then with considered conditions applying concept Markowitz's theory. The collection and transportation of medical waste (MW) is critical because environmental public safety implications. However, the variability in travel times transport vehicles, influenced by various factors, complicates this process. This article proposes a multi-objective optimization model to enhance time reliability (TTR) while minimizing vehicle costs penalties for window violations. Given NP-hard nature problem, genetic algorithm enhanced an improved harmony search (IHSGA) utilized. are evaluated N City, China. results highlight significance TTR optimizing MW operations. Sensitivity analysis key parameters validates model's robustness. Furthermore, comparative demonstrates superiority IHSGA over traditional methods.
