ABSTRACT Digital technologies (DTs) and circular economy ( CE ) are currently two topics that expected to contribute significantly sustainable development, digitization is generally considered a key enabler of . However, most studies only cover the known Industry 4.0 technologies, very limited research detailing how DTs can support implementation available. The accelerated development of construction has positively boosted the economy but caused environmental pollution. objective this article was to propose a model quantify and identify causes aspects in urban infrastructure projects during pre-construction phase. methodology included ten six activities, distributed three phases: quantification, preparation an inventory identification main aspects. results A, B C confirmed five with quantifications maximum normalized unitary ratios, namely greenhouse gas emissions 1.00, 1.00 1.00; energy use 0.99, 0.99 noise pollution 0.84, 0.89 water 0.95, 0.96 resources raw materials by methods, machines, conditions project. This proposal first initiative analytically previously investigate performance future works, assisting strategies phase improving decision-making process regarding issues constructions. Finally, initial effort may evolve create opportunities avoid, mitigate, reduce or accept effects developing countries.
