Toward Sustainable Development: The Impact of Green Fiscal Policy on Green Total Factor Productivity

Green
fiscal
policy
draws
worldwide
attention
from
policymakers
as
a
potential
mechanism
that
contributes
to
sustainable
development.
However,
although
many
studies
have
discussed
the
economic
consequences
of
green
policy,
there
is
still
lack
systematically
quantify
productivity
impacts
policy.
Therefore,
fill
this
gap,
China’s
Energy
Conservation
and
Emission
Reduction
Fiscal
Policy
Pilot
(ECER)
difference-in-differences
(DID)
identification
method
were
chosen
explore
impact
on
total
factor
(GTFP).
We
find
ECER
significantly
enhances
urban
GTFP,
it
holds
after
series
robustness
tests.
Moreover,
we
mediating
mechanisms
may
explain
effect:
government
environmental
regulation,
technology
innovation,
industrial
structure
optimization.
Further
analysis
shows
positive
effect
more
significant
when
(1)
transparency
high;
(2)
financial
autonomy
(3)
digital
transformation
(4)
city’s
resource
endowment
(5)
development
level
high.

(NQP)

indicator
for
measuring
the
level
of
high-quality
economic
development.
Gaining
insights
into
spatial
and
temporal
patterns
along
with
key
drivers
NQP
is

old
cities.
This
study
utilized
analysis,
Dagum
Gini
coefficient,
Markov
chains,
optimal
parameter
geographical
detectors
to
analyze
influencing
factors
across
271
Chinese
prefecture-level
cities
from
2011
2021.
Findings
reveal
that
average
index
increased
0.045
in
0.072
2021,
showing
higher
levels
coastal
regions
compared
inland
areas.
The
overall
disparity
has
diminished,
although
significant
internal
imbalances
persist,
particularly
eastern
region,
where
pronounced
gap
between
central
areas
remains
primary
source
variation.
Local
development
strongly
influenced
by
proximity
adjacent
areas,
characterized
path
dependence
club
convergence
effects.
Additionally,
cultural
foundation,
urbanization,
play
pivotal
roles
fostering
NQP,
their
interactions
exhibiting
notable
nonlinear
dual-factor
enhancement

Expanding
a
high
level
of
openness

attracting
high-quality
foreign
direct
investment
(FDI)

preventing
foreign-invested
