Effective water management in large river basins requires a comprehensive understanding of policy effectiveness and regulatory frameworks. However, quantitative assessments water-related policies remain limited. Here, we propose novel framework for evaluating basins, providing an intuitive systematic approach decision-makers. Using the Yellow River Basin-the second-largest basin China-as case study, constructed database 1271 spanning 68 cities. We assessed completeness nine representative policies, identifying key gaps environment governance. To evaluate effectiveness, developed system integrating two subsystems: resource utilization treatment, incorporating climatic, economic, industrial factors. Our findings reveal that governance were more effective than those targeting utilization, though their impact was delayed by one to years. Furthermore, risk-based analysis pinpointed critical challenges each city, offering actionable insights optimization. This provides robust scalable assessing complex with global applicability improving

ABSTRACT Driven by rapid urbanisation, the Beijing‐Tianjin‐Hebei region (BTH) has experienced a dramatic increase in resource consumption and environmental strain. Investigating relationships among water, energy carbon can help balance efficient utilisation, conservation economic growth, while promoting sustainable urban development. This study develops an analytical framework for water‐energy‐carbon nexus within eco‐transformation. Specifically, this first illustrates conceptual model interaction water use, emissions theoretically, then examines dynamics urbanisation ecological transition of BTH region. Furthermore, empirical analysis was conducted taking Beijing city as case area to explore its decoupling with socio‐economic Results show significantly increased population scale, exerting substantial pressure on resources, supply environment. The reveals significant positive between consumption, electricity Beijing, inverted U‐shaped parabolic relationship GDP population. is expected decouple growth from after 2030 2037, reducing sustaining growth. To achieve development, it recommended that accelerate industrial transformation, enhance efficiency, develop clean improve power system efficiency. paper provides theoretical foundation practical insights decision‐making facilitates

Background The Yangtze and Yellow River basins play a critical role in China’s economic social development as well ecological security. As key barrier the upper reaches of these rivers, Aba Prefecture has faced questions about whether its after 2008 earthquake impacted environment. Objective This study uses Environmental Kuznets Curve (EKC) to analyze relationship characteristics between per capita GDP environment from 2010 2021. aim is provide scientific evidence for promoting coordinated economy Methods analysis employed ADF test, Engle-Granger cointegration analysis, correlation tests on data. Finally, regression curve fitting was used derive environmental indicators Prefecture. Results Per highly negatively correlated with industrial wastewater discharge, positively domestic sewage solid waste generation, uncorrelated dust emissions. There exists long-term equilibrium both discharge indicating mutual influence co-variation over time. EKC does not fully align traditional model. Specifically, exhibits an “N” shape, while relationships generation are linear upward. no Conclusion certain level complexity. To achieve win-win outcome growth protection, it essential further deepen transformation structure, strengthen governance measures, optimize policy implementation.
