Can green fiscal policy (GFP) incentivize the proliferation of urban innovation (GI) and be a novel catalyst for energy conservation emission reduction within "dual-carbon" framework? This paper explores GFP ramifications GI by implementing difference-in-differences model in natural experiment centered on "Comprehensive Demonstration City Energy Saving Emission Reduction Fiscal Policies". The empirical analysis reveals several key findings: (1) exhibits significant augmentation at level, with an observable evolutionary trend increasing marginal impact. Importantly, these outcomes withstand rigorous robustness tests, including propensity score matching. (2) A mechanism elucidates dual impact growth. directly fosters advancement indirectly promoting talent aggregation, expanding scientific technological investment, attracting external financial resources. (3) heterogeneity demonstrates that enhancement is closely associated patent category, manifesting distinct pattern "eastern region > other regions" "non-resource cities resource cities". study's findings offer crucial real-world insights to guide Chinese government formulating more efficient facilitating expansion innovative endeavors while contributing environmentally sustainable high-value development.

To examine whether the low-carbon city pilot (LCCP) policy influences green technology innovation (GTI) or embodied introduction (ETI), two different pathways to progress, in manufacturing enterprises China, this study employs a staggered difference-in-difference (DID) model evaluate effects of policy. The findings suggest that LCCP has stimulated an increase quantity GTI and ETI among enterprises, but reduced quality innovation. Large, high-carbon-intensity, state-owned are more likely engage GTI, while small, low-carbon-intensity, non-state-owned prefer ETI. is effective alleviating financing constraints improving environmental concerns. Both play crucial role economic performance, latter also promotes ESG performance. Accordingly, we recommend establishing policy-compatible evaluation system, strengthening mandatory incentive measures, cultivating ecosystem, etc., improve performance

In striking contrast to the hot debate on effect of Green Credit Policy (GCP) heavy-polluting enterprises (HPEs), little attention has been paid policy upstream HPEs in green supply chain. Using data China’s A-share listed companies from 2009 2020 and regarding promulgation GCP as a quasi-natural experiment, we manually collect suppliers providing source control end-of-pipe treatments investigate impact innovation these suppliers. Findings show that: (i) The promotes HPEs, especially those treatments. Such findings hold after series robustness tests. (ii) increases alternatively promulgating policy. A higher-than-average growth SOEs (state-owned enterprises) supplying advanced equipment for control, non-SOEs treatments, large-scale enterprises, well cities with well-developed finance systems, suggesting that are more likely collaborate under credit constraints. (iii) Insight into potential mechanisms reveals can effectively improve internal environmental concerns demand-induced trade credits
