Electricity access is essential for small enterprise operations and economic development in low- middle-income countries (LMICs). The Democratic Republic of the Congo (DRC) has one lowest electrification rates globally, placing undue constraints on country's enterprises. Efforts are currently underway to improve electricity DRC throughout sub-Saharan Africa using decentralized solar mini grids. Their effect energy remains largely unexplored, particularly urban settings. We address this gap by evaluating impact a recently established grid an un-electrified district city Goma. use case-control study design assess adequacy supply sample 128 qualitatively similar Cases include enterprises connected newly constructed operated private service provider. control group includes long-standing parastatal utility grid. analyze indicators availability usage, reliability, perceived affordability, overall satisfaction, value construct profile characteristics across two groups. find that from provides significantly improved compared existing public evidenced more hours electricity, consistently strong voltage levels, fewer outages. However, expensive. Our results confirm investment grids viable solution African cities. heavily investing as alternative building out connectivity.
