Abstract Indigenous-led cumulative effects assessment and management (CEM) has emerged in recent years as a proactive strategic approach for addressing the impacts of industrial development other activities. CEM identifies monitors high-priority values stressors develops strategies to restore improve condition those values. As evolves, it faces major challenge linking monitoring information effective actions. One promising address this is use tiered triggers, which are series progressive markers associated with specified degrees change value, designed reflect increasing levels concern about value. These types limits or thresholds inform decision-makers that they need act, act more intensively, an acceptable state. In paper, we present novel method setting triggers was developed program. We co-developed six-step Metlakatla First Nation (located on northwest coast British Columbia, Canada) applied community workshops select three Program: butter clams, housing, food, social, ceremonial activity. The draws from participatory frameworks including structured decision-making collaborative planning. workshop results show can successfully be established through values-focused process social choice, involving engagement informed by relevant scientific research knowledge.
