Abstract Here a plausible transition management model to accelerate the decarbonization of urban district heating systems is presented. Many cities and energy utilities have struggled in identifying sustainable, socially acceptable, cost-efficient solutions replace fossil fuels unsustainable biofuels. A was developed based on case study made for City Helsinki Finland phase out coal reach carbon neutrality without additional bioenergy capacity by 2035. Methods included system modeling, environmental economic assessment, pathway co-creation. The main technical heat pump systems, demand response, storage, strengthening electricity distribution networks. Achieving acceptable local requires decentralizing solutions. city can investments promote third-party network access through auctions, open map data, fast-track permits. Urban transitions need be iteratively managed modeling secure sufficient supply, cost-efficiency, rapid simultaneously. Adoption new operational, business market models challenging but necessary. More research development are needed auctions models, which enable coordinated multiple actors zero-emission systems.
