In
order
to
achieve
the
goals
of
carbon
neutrality
and
reduced
emissions,
China
is
increasingly
focusing
on
development
utilization
renewable
energy
sources.
Among
these,
ocean
thermal
conversion
(OTEC)
has
advantages
small
periodic
fluctuations
large
potential
reserves,
making
it
an
important
research
field.
With
“Maritime
Silk
Road”,
Xisha
Islands
in
South
Sea
will
see
a
growing
demand
for
electricity,
providing
OTEC
this
region.
Optimal
site
selection
power
plants
prerequisite
developing
provision,
affecting
both
construction
costs
future
benefits
plants.
This
study
establishes
scientific
evaluation
model
based
decision-making
frameworks
geographic
information
systems
(GISs)
multi-criteria
(MCDM)
methods,
specifically
analytic
hierarchy
process
(AHP)
assigning
weights,
Technique
Order
Preference
by
Similarity
Ideal
Solution
(TOPSIS)
reclassify
factors,
weighted
linear
combination
(WLC)

suitability
index.

development

Beibu
Gulf
Guangxi
requires

innovative
system.

"Offshore
Wind
Energy—Multi-Marine
Resources"
integration
system,
which
distinctively
centers
on
offshore
wind
power
while
incorporating
seawater
hydrogen
production,
pumped
storage,
desalination,
aquaculture,
other
resource
utilization
complexes.
Its
potential
challenges
during
its
future
construction
solutions
for
global
optimization
that
need
to
be
addressed
are
as
follows:
1)
creating
high-precision
speed
prediction
model
across
multiple
scales;
2)
developing
under
uncertainties;
3)
proposing
resilience
assessment
method
systems
subjected
unconventional
external
shocks.

techno-economic
feasibility
of
a
photovoltaic
power
plant
integrated
with
hydrogen
energy
storage
and
dual-fuel
reciprocating
engine
for
gas-to-power
power-to-gas
operations.

constant
grid
supply,
minimising
CO2
emissions,
lowering
levelised
cost
electricity
(LCOE)
to
assess
its
value
in
future
landscape.

optimisation

hydrogen-fuelled
generator

minimal
emissions

kg/MWh),

LCOE
