In order to achieve the goals of carbon neutrality and reduced emissions, China is increasingly focusing on development utilization renewable energy sources. Among these, ocean thermal conversion (OTEC) has advantages small periodic fluctuations large potential reserves, making it an important research field. With “Maritime Silk Road”, Xisha Islands in South Sea will see a growing demand for electricity, providing OTEC this region. Optimal site selection power plants prerequisite developing provision, affecting both construction costs future benefits plants. This study establishes scientific evaluation model based decision-making frameworks geographic information systems (GISs) multi-criteria (MCDM) methods, specifically analytic hierarchy process (AHP) assigning weights, Technique Order Preference by Similarity Ideal Solution (TOPSIS) reclassify factors, weighted linear combination (WLC) compute suitability index. addition commonly considered factors such as temperature difference marine usage status, innovatively incorporates geological conditions maximum offshore distances cold seawater cost control. The final identifies three suitable areas near Xuande Atoll Yongle Area, valuable insights developers policymakers.
