Given that over 70% of global greenhouse gas emissions (GHG) stem from consumption, it is essential to promote lifestyle changes among end users and reduce embedded in the upstream supply chain. We investigated long-term (1990-2020) household carbon footprints such final Japan. Through factor decomposition, we found contribution increasingly green technologies decarbonization diminishing with time. In contrast, - as shift products services, well a reduction overall demand are becoming main driver. Additionally, unlike most developed countries, share GHG food expenditures Japan does not show declining trend, highlighting need upgrade domestic chain smart services for decarbonizing both homemade meals eat-out preferences. In addressing global climate change and promoting economic growth, achieving a comprehensive carbon balance at the county level is vital for sustainable development. However, most studies focus on between emissions sequestration (CESB), neglecting intricate ecological (EECB) this scale. The formulation and implementation of carbon reduction policies are pivotal strategies for attaining the Carbon Peaking Neutrality objectives in China, yet there has been limited in-depth research at policy level. This study systematically compiled 179 central government documents 1183 local from China. These were classified into command-and-control (CC), market-based (MB), public participation (PP) categories based on their tools. Through detailed content analysis, intensity each within category was calculated distributions both quantity analyzed. Subsequently, a multiple regression analysis conducted to evaluate impact emissions provincial findings highlight more pronounced activity eastern regions relative western regions, reveal dominance CC terms prevalence intensity, identify counterintuitive increase associated with policies. elucidates landscape China’s policies, offering nuanced insights distribution, effectiveness lowering emissions, often major concern policymakers, researchers, industry stakeholders.
