Abstract
Implementing
proactive
and
effective
policy
tools
is
essential
for
governments
to
manage
food
safety
risks.
Existing
studies
have
overlooked
the
synergistic
effects
among
governing
risks
in
China.
This
study
uses
tool
synergy
develop
a
quantitative
model
evaluate
degree
of
risk
governance
by
considering
its
vertical,
horizontal,
temporal
dimensions.
Using
Top2Vec
topic
text
mining
techniques,
we
examined
558
documents
implemented
central
six
provincial
governments.
The
findings
reveal
that
China's
system
has
established
collaborative
mechanism,
with
Administration
Market
Regulation,
Department
Agriculture
Rural
Affairs,
Health
Commission
playing
crucial
roles
implementation.
Vertical
horizontal
synergies
between
upper
lower
levels
government
departments
at
same
level
are
enhancing
comprehensive
synergy.

This
paper
examines
the
relationship
between
environmental
violations
and
stock
price
crash
risk,
using
sample
of
Chinese
A-shared
listed
firms
a
comprehensive
range
heavily
polluting
companies
covering
2012
to
2021.
We
provide
strong
robust
evidence
that
significantly
increase
future
risk
for
companies.
Through
mechanism
internal
control,
our
finds
lead
weakening
thereby
exacerbating
risk.

negatively
moderating
impact
on
relationship.

heterogeneity
analysis

Abstract
The
continuous
increase

global
temperatures
and
frequency

extreme
weather
events
underscore
the
urgency
achieving
"dual
carbon"
goals.
Systematically
examining
textual
characteristics

policies
under
framework,

pathways

enhancing
comprehension,

by
central

1992
2022

samples,
using

econometrics

Systematically
analyzing
the
current
status
and
problems
of
Community
Emergency
Management
Policy
(CEMP)
system
in
China
proposing
practical
suggestions
that
are
conducive
to
subsequent
policy
formulation
improvement
important
for
improving
community
emergency
management
capabilities
levels
promoting
sustainable
development.
Based
on
two-dimensional
analysis
framework
“policy
tools–policy
objectives”,
this
paper
draws
from
content
social
network
analysis,
quantitatively
CEMP
texts
at
national
level
2004
2024.
The
results
show
has
essentially
taken
shape,
but
there
still
some
problems,
such
as
uneven
use
tools,
unbalanced
internal
structure
large
distribution
gap
objective
elements,
adaptability
between
tools
objectives,
which
needs
be
improved.
Given
these
results,
we
suggest
1)
Appropriately
increasing
frequency
using
demand-type
effectively
optimizing
three
main
types
tools;
2)
Comprehensively
deepening
reform
objectives;
3)
Reasonably
objectives.
