Abstract Under the green transportation theory, three low-carbon characteristics are summarized, which mainly cover systematicity, bi-directionality and relativity, urban scale carbon emission measurement formula is derived. In order to satisfy residents’ travel control demands simultaneously, a modeling research program based on CE-ALINEA algorithm developed, real-time indexes determined. A simulation experiment designed interweaving of an entrance/exit ramp main line in north-south elevated area investigate planning under low demand. Using scheme, average reduction from 1min 5min 44.66kg, while best effect achieved cycle, with 61.38kg, terms overall performance, has higher priority. The status quo 31.9kg, among 1~4 schemes, scheme 2 best, ratio relative 13.66%, that is, when 30% private motorized transferred public transportation, total smallest, it reduces by 13.66% compared quo, verifies spatial layout city locking emissions.
