Introduction Green and low-carbon development is a fundamental pathway to modernization critical driver of common prosperity. Using panel data from 279 prefecture-level cities in China 2010 2022, this study empirically examines the impact city pilot policies on prosperity their underlying mechanisms. Methods Common measured using principal component analysis, staggered difference-in-differences model applied for empirical analysis. Robustness verified through parallel trend test, placebo propensity score matching difference-in-differences, instrumental variable estimation, etc. Additionally, moderation used examine U-shaped moderating effect green technological innovation relationship between transition Results The implementation significantly promotes prosperity, result remained robust multiple robustness tests, exhibits time lag. plays role Low-carbon contribute by enhancing employment quality fostering human capital agglomeration. positive effects are more significant eastern central regions, non-central cities, with lower urbanization levels, smaller income distribution gap. Discussion Based findings, recommends advancing region-specific strategies, promoting high-quality employment, targeted support measures. Furthermore, it essential establish dynamic policy evaluation adjustment mechanisms, while strengthening interregional cooperation ensuring equitable labor mobility, achieve coordinated progress urban transformation
