In the context of dual-carbon target, adoption clean energy in rural areas is an important basis for achieving effective carbon reduction areas. On Unified Theory Technology Acceptance and Use (UTAUT2), this study uses structural equation modeling to investigate influencing factors behavior. Rural China grapples with pervasive energy poverty. This study aims to measure China's rural poverty and propose early warning strategies. It establishes a relative evaluation system based on four dimensions: service effectiveness, consumption cleanliness, management integrity, development sustainability. Using the Analytic Hierarchy Process-Criteria Importance Though Intercriteria Correlation-Technique for Order Preference by Similarity Ideal Solution model, it calculates indices Chinese provinces, while ward cluster analysis sets regional hierarchical criteria. Findings indicate: (1) index varies widely, low range of 0.49–0.52 high above 0.65. The top 14 regions average 0.62. (2) Over 2015–2021, there is 9.70% decrease in index, indicating general downward trend. While services' efficiency integrity improve, cleanliness sustainability decline. (3) Spatially, higher west north, notably lower east south. eastern coastal central exhibit significantly levels due better economic foundations leading transformations. (4) Nine provinces are red areas, witnessing declining but improving integrity. Weak links vary across terms enhances proposes regional, hierarchical, phased standards.
