Based on panel data 31 provinces fixed effects model, this finds a positive association between development. The exhibits stronger impact hydro compared to wind solar energy. New energy development is essential to achieving carbon peaks and neutrality promoting green technological innovation. Identifying the causal relationship between new demonstration city construction innovation crucial for expansion promotion of cities. In this study, we take cities as a quasi-natural experiment, study their impact on using difference-in-difference (DID), conduct robustness test DID after propensity score matching (PSM-DID). The research results indicate following: First, structure optimization can significantly improve level urban (this result was shown be valid PSM–DID other tests involving effects placebo instrumental variables). Second, mainly improves through technology development, improvement industrial environment, environmental performance. Third, has regional, financial, economic heterogeneity. Finally, policy affects flow capital, labor, technology, production factors pilot areas according policy, forming "siphon effect". reduction effect greater than its pollution effect. Given recommendations promote are proposed.
