Providing people with access to sustainable energy and overcoming poverty are essential tasks of the transition a climate-neutral economy. The paper aims examine financial measures alleviate in Ukraine, such as provision subsidies financing local programs improve efficiency buildings through Energy Efficiency Fund. Using statistical data International Agency, Eurostat, Ministry State Statistics Service analyzes state Ukraine compared EU countries. This paper critically analyzes Italy’s strategies to improve energy efficiency in the residential building sector, focusing on social housing. Using a policy-oriented qualitative research design supported by secondary data analysis, study examines key instruments such as Superbonus 110% initiative and National Recovery Resilience Plan (PNRR). It explores how these measures align with European Green Deal address dual challenges of ecological transition equity. Findings reveal that while PNRR investments significantly boosted retrofitting projects macroeconomic indicators, access benefits was uneven, favoring higher-income households. The analysis also highlights systemic barriers, bureaucratic complexity initial cost limit participation vulnerable groups, particularly those living outdated concludes future policies must better integrate inclusion mechanisms, simplified administrative processes, effectively target poverty maximize environmental outcomes.
