ABSTRACT Dual carbon goals ushered in a new era of Chinaʼs climate policies. Provinces play crucial role translating into specific, detailed, and implementable policies, they are key to Chinese commitments neutrality. We examine dual policies at the provincial level better understand landscape local mitigation efforts China. This research develops Provincial Climate Action Index based on five policy categories: communication knowledge sharing, planning guidance, mandatory regulations, funding, governmental resources. calculate index scores 31 provinces identify 3 clusters: leaders, followers, laggards policy, demonstrating both differences similarities provincial‐level actions achieve goals. such as Shanghai, Beijing, Anhui pioneering, nearly half including Shandong Shanxi, exhibit medium goals, while 10 underperforming Qinghai Xizang lag behind.

The implementation of the Carbon Border Adjustment Mechanism (CBAM) carries profound implications for China’s export trade with EU. However, a comprehensive analysis CBAM’s impact on provincial trade, particularly one grounded in industrial linkages and incorporating diverse policy scenarios, remains limited. To address this gap, study develops mechanistic framework based linkage theory dynamically integrates key factors such as scope industries covered by CBAM, carbon emission accounting boundaries, pricing into multi-scenario quantitative model. Leveraging refined multi-region input–output (MRIO) model, we quantitatively assess effects CBAM exports to EU under various scenarios. findings show that significantly raises costs, leading pronounced decline competitiveness five highly vulnerable industries. As expands include sectors Emissions Trading System (EU ETS), total levies affected increase considerably, ranging from USD 0.07 billion 2.25 depending scenario. Conversely, seven industries, chemical industry Shanxi, experience only limited impacts due their low direct intensity minimal overall increases tariffs. ABSTRACT Motivated by global environmental challenges, China introduced a green credit policy to achieve carbon peaking and neutrality goals. This study examines the regional effects of using difference‐in‐differences model. The results reveal significant local emissions reduction effects, along with negative outcomes for exports. mediating analysis reveals that drives decarbonisation fostering innovation. internal firm characteristics (geographic location ownership) external environment (financial technology development government service capability) significantly moderate policy’s impact. Additionally, has employment effects. Green innovations mediate in employment, whereas shift labour from SOEs low‐pollution nonSOEs occurs.

Carbon tariffs are designed to prevent carbon leakage and encourage global industries adopt low-carbon practices, which present significant challenges for China’s aluminum industry. A critical issue sector is how effectively reduce emissions while maintaining competitiveness in the face of increasingly strict regulations. This review based on an extensive examination high-quality, authoritative research literature, industry data, policy reports. Accurate data have been systematically summarized, key findings from reputable studies extracted support perspectives presented this review. On basis, analyzes current status industry, emphasizing its reliance fossil fuels, slow transition technologies, inadequate use recycled aluminum. The potential impacts assessed, highlighting increased costs, reduced production scales, diminished market foreign markets. To address these challenges, study proposes several pathways reduction including accelerating adoption aluminum, enhancing energy efficiency, advancing innovations, developing supportive frameworks. Implementing measures vital decreasing ensuring long-term sustainability amid climate initiatives.
