Industry is a major contributor to air pollution and CO2 emissions, force for reducing them. Based on the idea of improving performance synergy effect “1 + 1 > 2”, this paper constructs method that evaluates synergistic carbon reduction (PCR) in terms energy efficiency under framework Data Envelopment Analysis (DEA) analyzes basic path China’s PCR from viewpoint efficiency. construction global non-radial directional distance function, we develop an emission measurement index output factors.
